Is there a mechanical ring that allows you to rotate the barrel of the lens, or the barrel of the periscope — so that the lens front itself rotates during a shot?

Yes, the X-Tract has a vertical rotating ring and a lock switch that allow to rotate and lock the barrel.

Is there any compromise to the X-tract lenses in their interchangeable kit version vs the full seperate lenses?

There is no compromise to the interchangeable kit, however, you might notice some abrasions after changing frequently the barrel of the lens.
